There are a variety of factors that determine what makes a good environment for seeds to sprout. Soil is a critical factor amongst these. An appropriate temperature to soil is a must for seeds to germinate and sprout. Too cold a temperature won't help, the soil needs warm temperature. Any kind of seed will need this to be the case.

Even though ideal temperatures can cause seeds to germinate and sprout, too much sun or cold temperature will not be good for the seeds to start. Seed Heat Mats can do wonders! Seed mat seedling is an often discussed topic for this reason. The reason seeding heat mats work so well is because they render a uniform temperature to the soil and this causes the soil to remain warm enough to help seeds germinate.
